The Meadow Grounds Lake was completed in June of 1964. In late February of 2013 the Fulton County Commissioners learned that the Meadow Grounds Lake would be drained. Subsequent to this information becoming public, the Pennsylvania Fish & Boat Commission issued a press release on the draining of the lake. After the first press release was issued, a second press release was issued announcing a public meeting at the Central Fulton High School on March 21, 2013.

On March 12, 2013 the County Commissioners contracted CES Engineering, LLC to do a study on the condition of the dam. After completing their dam inspection report (using the State form as a guide), CES Engineering issued their findings.
